Public Tender Application and Procurement Support

Professional support for businesses looking to participate in Albanian public procurement procedures. Our firm assists with document preparation, eligibility verification, administrative bid assembly and deadline management throughout the tender application process.

What is public procurement in Albania?

Public procurement refers to the procedures through which contracting authorities — state institutions, municipalities, public entities and state-owned enterprises — purchase goods, services or construction works using public funds. In Albania, the legal framework is governed by Law No. 162/2020 "On Public Procurement", as amended, and its implementing regulations.

The Public Procurement Agency (PPA) is the central institution responsible for managing the public procurement system. All procedures are conducted electronically through the official e-procurement platform. Contract notices are published in the Public Notices Bulletin, which is issued every Monday.

Participation in public tenders is open to any business that meets the criteria set by the contracting authority — but the process demands careful document preparation and knowledge of procurement procedures.

Who can participate in a public tender?

Any economic operator may participate in a public tender — a term that covers contractors, suppliers and service providers, regardless of legal form. This means the following can apply:

  • Sole proprietors (with an active tax identification number (NIPT)) carrying out economic activity;
  • Commercial companies (LLCs, joint-stock companies, etc.) registered with the National Business Centre (QKB);
  • Groups of economic operators (consortia) — two or more companies applying together;
  • Foreign operators that meet the legal requirements.

The basic requirement is that the business must hold an active NIPT, must not have unpaid tax liabilities (or must have an instalment payment agreement in place), must not be in bankruptcy proceedings, and must satisfy the specific qualification criteria set out in the tender documents.

What does our tender application service include?

We provide administrative and documentary assistance for businesses seeking to participate in public procurement procedures. Our service covers:

  • Identifying suitable procedures that match your business profile;
  • Reviewing tender documents — the contract notice, technical specifications, qualification criteria and standard forms;
  • Checking qualification criteria — verifying whether your business meets the requirements;
  • Collecting and organising documentation — administrative, legal and financial;
  • Preparing financial statements and economic documents as required;
  • Completing standard forms and declarations;
  • Final review of the dossier before submission;
  • Deadline management and post-submission follow-up;
  • Drafting clarification requests to the contracting authority where tender documents contain ambiguities.

Important: Our service is administrative and documentary assistance. We do not replace lawyers, engineers, procurement specialists or other licensed professionals where their involvement is legally required. We do not guarantee winning a tender — the outcome depends on your bid, the competition and the contracting authority's evaluation.

How does the application process work?

The tender application process follows a step-by-step sequence. Below are the key stages where we assist you:

1. Identifying the procedure

The first step is finding procurement procedures that match your field of activity. Procedures are published on the e-procurement platform and in the Public Notices Bulletin. We help you identify relevant tenders and assess whether investing time in bid preparation is worthwhile.

The main types of procedures are:
- Open procedure — any interested economic operator may submit a bid;
- Restricted procedure — operators request participation, but only pre-qualified candidates are invited to submit a bid;
- Negotiated procedure — the contracting authority negotiates the contract terms with selected operators;
- Request for proposals — the authority invites operators but also accepts bids from others.

2. Analysing the tender documents

Every procurement procedure is accompanied by standard documents containing: the contract notice, instructions for bidders, technical specifications, qualification criteria, contract conditions and the economic bid form. We read and analyse each document to understand exactly what is required.

3. Checking qualification criteria

Qualification criteria are set by the contracting authority and must be proportionate to the nature and value of the contract. They usually fall into three categories:

  • Legal capacity — the ability to carry out professional activity;
  • Economic and financial standing — annual turnover, financial reports, professional insurance;
  • Technical and professional capacity — past experience, technical staff, equipment.

We verify whether your business meets these criteria before you invest time in preparing the dossier.

4. Collecting the documentation

After verifying the criteria, we begin collecting documents. We coordinate with you to obtain every certificate, declaration, financial report and technical document. Documents that are not readily available are obtained from the relevant institutions — QKB, Tax Directorate, social insurance authorities, etc.

5. Administrative bid preparation

We organise the dossier according to the structure required by the tender documents. Every document is checked, ordered and labelled according to the instructions. The economic bid is prepared in the required format. Documents are scanned to PDF following the platform's technical specifications (typically PDF, 75 dpi or less, filenames with letters and numbers only).

6. Pre-submission check

Before submission we carry out a final check: we verify that all documents are present, signed, stamped (where required), correctly scanned and uploaded to the correct panels on the platform. This stage is critical — a missing document can lead to automatic disqualification.

7. Submission and follow-up

The bid is submitted electronically through the official platform. After submission, the bid status is tracked in the "My Tenders" folder. We also assist after submission — with additional clarifications if requested by the contracting authority, or with the preparation of supplementary documents.

Commonly required documents

The documentation required varies by procedure, contracting authority, procurement object, qualification criteria, estimated value, contract type and standard tender documents. There is no universal list — each tender has its own requirements.

However, below are the main document categories that are frequently encountered:

Economic and financial documents

  • Certified financial statements (balance sheet, income statement, cash flow statement) — usually for the last 2-3 years;
  • Tax clearance certificates confirming the absence of unpaid liabilities (obtained from the Tax Directorate);
  • VAT declarations and fiscal obligations;
  • Annual turnover above the required threshold — evidenced by financial statements or the annual accounts;
  • Social contributions certificate — confirming regular payment of insurance contributions;
  • Economic bid — in the format specified by the standard documents.

Our firm assists with the preparation of financial statements, obtaining tax clearance certificates and organising the economic dossier.

Technical and professional capacity

The contracting authority may require evidence of technical capacity, such as:

  • List of similar contracts completed in recent years, with values and references;
  • Technical staff — CVs of key specialists, diplomas, professional certifications;
  • Equipment and resources — list of equipment to be used for contract performance;
  • Quality certifications — ISO, environmental or other certifications as specified;
  • Subcontractors — if subcontracting is envisaged, they must be identified and documented.

These documents are prepared by your business or the relevant specialists. We help with organisation, formatting and completeness checks.

Deadlines and the importance of timely submission

The bid submission deadline is set in the contract notice and is not extended except by decision of the contracting authority. For contracts above the monetary threshold, the minimum deadline is usually 20 days from publication of the notice (reduced by 5 days when submission is electronic).

Late submissions are not accepted — the electronic platform blocks bid uploads after the specified date and time. Preparation must therefore begin as early as possible.

Other important deadlines:
- Deadline for clarification requests — usually several days before the closing date;
- Deadline for challenging tender documents — 7 days from publication;
- Bid validity period — usually 60-90 days after opening.

Common mistakes during the application process

From our experience, the mistakes that most often lead to disqualification are:

  • Missing document — e.g. court certificate not submitted, expired tax clearance;
  • Unsigned or unstamped document — where a digital signature or seal is required;
  • Incorrect format — files that cannot be opened, high-resolution scans that block upload;
  • Filenames with special characters — the platform accepts only letters and numbers;
  • Economic bid uploaded to the wrong panel — the bid must be uploaded to "Financial Documents", not elsewhere;
  • Non-compliance with qualification criteria — e.g. annual turnover below the required threshold;
  • Late submission — even 1 minute of delay is enough for disqualification;
  • Incomplete declarations — blank fields or incorrect information.

Our final review aims to eliminate precisely these errors.

What is not included in the service?

Transparency matters. Our service does not include:

  • Legal representation — if you need a lawyer, you must engage one separately;
  • Technical projects — engineering, architectural or feasibility studies are prepared by licensed specialists;
  • Guarantee of winning — the tender outcome depends on your bid, the competition and the contracting authority's evaluation;
  • Registration on the e-procurement platform on your behalf — registration requires a formal written request to the PPA, signed by the business's legal representative;
  • Appeals consultancy — appeals against contracting authority decisions are handled by the Public Procurement Commission or the courts, with the assistance of a lawyer;
  • Technical evaluations where certified professionals are required.

If during the process we identify needs outside our scope, we direct you to the appropriate specialist.

Frequently Asked Questions

How do you apply for a public tender in Albania?

First, the business must be registered on the electronic procurement platform administered by the PPA. Then it identifies the desired procedure, analyses the tender documents, prepares the dossier according to the qualification criteria and submits the bid electronically before the deadline. We assist you at every step of this process.

Where are public tenders published in Albania?

All public procurement procedures are published on the electronic procurement platform and in the PPA's Public Notices Bulletin, which is issued every Monday. Some high-value tenders are also published in the Official Gazette.

What documents are needed to apply for a tender?

The documents vary by procedure and the criteria set by the contracting authority. Commonly required items include: QKB extract, tax clearance certificate, financial statements, court certificate, conflict of interest declarations, work references and the economic bid. Each tender has its own specific list.

Does the business need an active NIPT?

Yes, an active NIPT is a mandatory requirement. The business must be registered with the QKB and must not have unpaid tax liabilities (or must have an instalment payment agreement with the Tax Directorate).

What is an economic operator?

An economic operator is any entity — sole proprietor or legal person — that offers goods, services or works. When it submits a bid in a procurement procedure it is called a bidder. The term is defined in Article 3 of Law No. 162/2020 "On Public Procurement".

Can a sole proprietor apply for a tender?

Yes, sole proprietors with an active NIPT can apply for public tenders, provided they meet the qualification criteria set out in the tender documents.

Can several companies apply together?

Yes, through a group of economic operators (consortium). Two or more companies can apply together, combining their financial and technical capacities. The bid is submitted from one member's account, selecting the NIPTs of all partners.

What happens if a document is missing?

If a required document is missing or incomplete, the business risks disqualification from the procedure. In some cases, the contracting authority may request completion within a short deadline, but this is not guaranteed. Our final review is designed to prevent precisely this situation.

Do you guarantee winning the tender?

No, we do not guarantee winning. The outcome depends on the quality of your bid, the price, the competition and the contracting authority's evaluation. Our role is to ensure your dossier is complete, accurate and submitted on time — eliminating the risk of disqualification for administrative reasons.

Do you work with businesses outside Tirana?

Yes. We work with businesses throughout Albania — documents are exchanged online, communications are handled by email, WhatsApp or phone. You do not need to visit our office in person.
